Minutes of General Meeting

held at the Alstonville Bowling Club

on Sunday 29th July 2001

 

Meeting opened at 10.10am

Present:

Treasurer's Report:
As Gail Hunter was unable to attend, there was no Treasurer's Report.

Business Arising:
Non smoking policy: The Cancer Council has sent information to FNC Swimming regarding the Smoke-free Environment Act 2000 which requires most enclosed public spaces in NSW to be smoke free. An 'enclosed' public place (Indoor pools) must display NO SMOKING signs and not allow smoking in this area. The penalty for smoking in a smoke-free area is currently $550 and the occupier will also be fined ($1100 for individuals and $5500 for a body corporate). There are also penalties for not displaying 'no smoking' signs.

NSW Swimming Country Winter Short Course Carnival: Margaret Harding reported to the meeting the poor involvement from FNC Swimmers at this carnival. There was only one FNC Swimmer who competed - Alex Mills from Lismore and only 2 swimmers from Mid North Coast. Chris Mills addressed the meeting in reply, that he felt that the race entry fee was far too dear, being $9.35 per event compared to Queensland Swimming of $4 per event. Chris also said that the cost of pool admission was $12 a day or $6 per session, this with the cost of travel and accommodation was making it very difficult to compete in NSW Carnivals. Margaret said she would point this out to NSW Swimming.

FNC Records: Graham Canning informed the meeting that there had been one new record. They were also the first person to apply for a record 'on line'. Graham was also given permission to proceed with obtaining new record certificates with the FNC logo, to be printed in two colours. Graham reported it would cost around $250 for 1000 certificates.

Technical Seminar: Bemie Thompson told the meeting that the NSW Swimming seminar on the Meet Manager program had been organised. It would be held at the Ballina Airport and that Helen Wood and Ron Jordan would probably be conducting it. Lunch and tea/coffee would be provided. Bemie said it was recommended that all clubs should attend and that she would also like to ask Col Fisher and local schools if they would like to attend. Bemie was to contact clubs with the cost and all the details.

North Coast Academy of Sport: John Smits informed the meeting that Brian Pool wanted to report that nothing further had developed regarding the Academy.

Cancelled FNC Carnivals: Dave Middleton asked that FNC Swimming consider compensating host clubs for FNC Carnivals that are cancelled or postponed, for the cost of food bought for 'officials'. Kingscliff club had bought food to host the FNC Carnival that was postponed due to flooding and the club was out of pocket for the expense. Dave felt that Mullumbimby would have been in the same position when the Relay carnival was cancelled, though Narelle said that many of their club members bought the food and the rest was sold at their club night. As FNC has now introduced race entry fees to all it's carnivals, fees which go to the host club, it is felt that no club will now be out of pocket for cancellations etc.

Child Protection Act: Margaret Harding had copies of the form that will have to be filled in by everyone within our organisation who will have any dealings with swimmers. This will include timekeepers and all officials, BBQ helpers, coaches for Winter Development Squad etc.(anyone aged over 16 yrs who will be assisting). It appears that a form will need to be signed at club level if you help in any way, again at FNC level and again at school, and at NSW level if you assist in anyway. Coaches will have to sign forms at club level. These forms are to be held in a file at FNC Swimming. Other sports will be sending forms to the police for checks, but at this stage NSW Swimming has said we do not need to do that. There seems to be a lot of confusion regarding the Act and what is required of all sporting organisations. NSW Swimming is to clarify what action is to be taken.

NSW Regional Swimming Carnival: This carnival is to be hosted by the Twin Towns Swimming Club on the Australia Day long weekend in January. On the Saturday the carnival will start at 5pm with warm-up from 3pm. On Sunday it will be a 9am start with warm-up from 8am. An entry charge of $2.50 to the pool complex. Two lanes of the leisure pool will be used for warm-up. Margaret has asked that qualified timekeepers volunteer to help, timekeepers will receive shirts to wear. Margaret will be organising the officials. Other Regional meets (held on the same weekend) are at Narooma and Singleton.

Next meeting is to he held at the Alstonville Bowling club on Sunday 30th September commencing at 10am
