Minutes of General Meeting

held at the Alstonville Bowling Club

on Sunday 30th September 2001

 

Meeting opened at 10.05am

Present:

Treasurer’s Report:
As Gail Hunter was unable to attend, Trish Barnes presented the Treasurer’s Report.
Balance brought forward was $13218.82 with deposits of $787.58 and debits of $1869.25 leaving a balance of $12137.15. Gail asked that permission be given to pay Ron Jordan and Helen Wood’s bill of $330 for the Meet Manager seminar, permission granted (moved Trish Barnes, seconded Margaret Harding that payment of $330 be made to Ron and Helen)

Business Arising:
Child Protection Act: All clubs should have now received copies of the form from NSW Swimming that all ‘adults’ over 16 years of age, who have any dealings with swimmers, will need to fill in. Glenn Moriarty informed the meeting that not everyone who signs the form will be checked, at this stage coaches and team managers will be checked and they will only be checked once. Clubs are to hold the signed forms, they do not need to be sent to the police. The forms are to protect clubs from litigation over claims of inappropriate behaviour, but a club must make sure they do not put a child at risk, claims against clubs can arise if a child is put in a dangerous situation.

Meet Manager Program: Bernie Thomson told the meeting the course was well attended, though some of the computers at the centre were not working. Eight clubs, 9 associations attended, with the FNC School Sport Association attending.

Technical Seminar: Bernie was asked by NSW Swimming to organise a Technical Seminar with members of the NSWSA Technical Committee to attend, but Bernie felt that as we have had an Educational Seminar and a Meet Manager Seminar this year, we would not have a Technical seminar at this stage. Jo Carroll, member of the Technical Committee was not pleased, so we may have this seminar at a later date.

Education Seminar Fees: Trish Barnes informed the meeting that a number of clubs have not paid their fees for this year. For the Educational Seminar held in June only 5 of our 18 clubs had paid their $75, these being Grafton, Twin Towns, Mullumbimby, Alstonville and Ballina Indoor. Ballina Memorial, Byron Bay, Casino, Kingscliff, Kyogle, Lennox Head, Lismore, Lower Clarence, Masterstroke Aquatic, Mid Richmond, Murwillumbah, Tweed Heads and Yamba have not paid. All clubs were to pay whether they attended or not as we had to fund this visit by NSW Swimming, all clubs were asked to attend as it was to benefit swimming in your area and FNC Swimming was asked to organise this visit by members of FNC Clubs.

Affiliation Fees: Only 11 of our 18 clubs have paid their affiliation fee of $70 to FNC Swimming. These are Mullumbimby, Ballina Memorial, Casino, Twin Towns, Lennox Head, Grafton, Alstonville, Tweed Heads, Lismore, Masterstroke Aquatic and Yamba. Ballina Indoor, Byron Bay, Kingscliff, Kyogle, Lower Clarence, Mid Richmond and Murwillumbah have not paid as yet and it would be appreciated if you can paid ASAP as it means you are not members of FNC Swimming and therefore can not take part in any FNC Swimming Carnival.

Club Information Forms: Only 11 of our 18 clubs have returned their club information sheet to FNC Swimming, these clubs are Mullumbimby, Casino, Twin Towns, Lennox Head, Grafton, Alstonville, Tweed Heads, Ballina Indoor, Kyogle, Lismore, and Yamba could Ballina Memorial, Byron Bay, Kingscliff, Lower Clarence, Masterstroke Aquatic, Mid Richmond and Murwillumbah please return these forms so we can update our club register of committee contacts, then lists can be sent to all clubs.

Meet Manager Course Fees: Only 6 clubs have paid their $35 for the Meet Manager course. This also was to be paid by all clubs whether you chose to attend or not. This course was intended to be for each clubs benefit. Only Ballina Indoor, Kingscliff, Kyogle, Byron Bay, Alstonville and Mullumbimby have paid so far. Could Ballina Memorial, Casino, Grafton, Lennox Head, Lismore, Lower Clarence, Masterstroke Aquatic, Mid Richmond, Murwillumbah, Tweed Heads, Twin Towns and Yamba please pay their dues.

FNC Championship Carnival No 2: Glenn Moriarty informed the meeting that the FNC Nippers had changed the date of their Branch Championships to 16th February, making the 9th February now available to hold the FNCSA Championship No 2 carnival on this weekend.

FNC Non Championship Carnival: Narelle Anderton told the meeting that some parents had questioned the $2 per event entry fee for the Non Championship Carnivals. They felt that it was too much as the place getters received a ribbon, not a medal as at the Championship Carnival. It was again suggested to introduce a medal for the Non Championship winners, but as this matter had already been dealt with at a previous meeting, at this stage a ribbon will continue to be awarded for the Non Championship Carnival. As FNC Swimming is trying to encourage as many swimmers as possible to participate and as a ribbon is to continue to be awarded, it was suggested that the entry fee be reduced to $1 per event, with the proceeds to be given to the host club.

In order to maintain participation and as a ribbon is awarded to place getters, FNC Swimming will charge $1 per event entry fee for the Non Championship Carnivals for the 2001/2002 season. - Carried

 

FNC Carnival Dates: Trish Barnes has written to Byron Bay, Casino, Lennox Head, Lower Clarence (and Masterstroke as reserve) regarding hosting carnivals for this season. Lennox Head have offered to host Non Championship No 1 on Saturday 15th December 2001, and the pool has been booked at Ballina Memorial. Further phone conversations with Lower Clarence and Casino have not brought anything definite, Byron Bay faxed Graham Canning, not prepared at this stage to host a FNC Carnival. Masterstroke, with their small membership, do not think they will be able to host a carnival. Trish is to follow up on Lower Clarence (who indicated last year they would be interested in a Non Championship Carnival) and Casino, otherwise will have to approach next clubs on list, being Murwillumbah, Tweed Heads, Twin Towns (but they are hosting the NSW Regional Carnival and it was felt unfair to ask to host another carnival this year), Yamba, then back to the beginning.

A roster system was introduced to FNC Swimming two seasons ago, this was to spread the burden of hosting carnivals and also to increase the knowledge needed to host carnivals, to get more clubs involved. When the roster system was introduced, FNC Swimming did not receive any opposition to the idea, in fact the only comments were positive. All clubs are asked to host carnivals, smaller clubs can join together and spread the jobs. Some clubs have declined to host carnivals and this is most disappointing, again the burden seems to be falling to the same clubs. As an entry fee per event is to be charged, this is hoped to be an incentive to host carnivals.

Resignation from FNC Executive: Brian Pool, a Vice President of FNC Swimming has written to resign from his position, regretting this his decision is forced by personal circumstances and lack of time to perform an effective role in this position. The FNC Executive has accepted Brian’s resignation with deep regret, Brian was a hard working member of our Committee, and it is hoped that Brian will continue to contribute to FNC Swimming and that he may take up another role on the Executive in the near future. FNC Swimming would like to thank Brian for all his work with FNC Swimming and with the North Coast Academy of Sport (a role that is hoped he will continue with) and for promoting the sport of swimming.

NSW Regional Swimming Carnival: Margaret Harding advised the meeting that Barry Kiddle is to be the meet Manager for the NSWSA Regional Carnival. More details regarding the carnival were to come out in the October NSW Swimmer. The entry fee will be $5 per event. Margaret told us that more events had been added to the program as well as multidisability events.

Margaret also told the meeting that all FNC Carnivals should offer multidisability events for each stroke (and distance) at all carnivals, both FNC and Invitational carnivals. Swimmers competing in these events must have their multidisability card (that show their disability), otherwise they will have to compete under FINA Rules.

Margaret informed the meeting that Bill Ford was elected as Vice President of NSW Swimming.

ALEC Convenor: Bernie Thomson said that she will organise the Referee, Starter, Chief Timekeeper and Judge of Strokes for carnivals, hosting clubs will have to organise the other positions. Please contact Bernie for details.
